London Underground Limited
London Underground Limited (LUL) is one of the largest urban transport systems in the world. LUL first started identifying and analysing its business processes in the early 1990's as part of their Company Plan initiative and also through its re-focus of engineering programme. Many process improvement projects have been undertaken since then and Opteama have been very prominent in its support to these initiatives. Outlined below is a synopsis of some of these projects:
Business Client Manual
Opteama assisted the Development Directorate to identify its key business processes and captured them in a unique, easy to communicate format as part of the Business Client Manual. This manual became one of the first modules of the process based Company Management system.
Strategic Investment Review
The Engineering, Finance and Development Directors of LUL were set a target to save £30M per annum on their Capital Investment Programme. Part of this saving was achieved by analysing and improving the Capital Investment Process. Opteama advised and supported LUL in this exercise and helped identify improvements in efficiency and effectiveness to achieve the cost savings required.
Cash Management
A review was required of the processes associated with the management of cash within LUL. Opteama modeled the 'as-is' processes using Casewise Corporate Modeler. We collected activity metrics (throughput and cost) and used simulation techniques to identify bottleneck and improvement opportunities.
Fault Management
Opteama identified the key processes that come into play when Automatic Train Operation (ATO) and Automatic Train Prevention (ATP) faults occur. We modeled these processes and looked for inefficiencies associated with organisational boundaries, use of technologies and fault analysis techniques. Proposed improvements and worked with line managers to implement the changes.
CMS - Engineering, Development, Procurement, IT Modules
As the next logical step from the traditional quality, safety and environmental management systems, Opteama helped develop a number of process based modules for LUL's Company Management System (CMS). These were built on the style and format used in the Business Client Manual and included the re-designed processes emanating from the 'Re-focus of Engineering' programme.
Opteama assisted in the development of a process based management system for each engineering function. This included:
- Verifying the core business objectives
- Identifying the key business processes to achieve these objectives
- Establishing optimum performance measures and goals
- Determining the strategy and framework for these measures and goals
- Establishing the re-organisation structure
- Developing appropriate manning levels and job specifications
- Rationalising procedural documentation
