Office of the Rail Regulator
The Rail Regulator is an independent statutory office holder appointed by Government under the Railways Act 1993.
The Regulator aims, through independent, fair and effective regulation, to achieve the continuous improvement of a safe, well-maintained and efficient railway which meets the needs of its users and to facilitate investment in capacity to satisfy the demands of growth in passenger and freight traffic at the time it is needed.
Summaries of two projects we worked on are shown below:
Rolling Stock Availability
To assist the Regulator in the formulation of his policy for Stage 2 of the Moderation of Competition, we undertook a review of rolling stock availability. This included looking at the existing and new orders for trains, as well as talking to a wide range of key players across the industry. From this we established whether operators wishing to run new services after 1999 will have trains available for them to lease. The implications of developments in the rolling stock market over the next 10 years were also considered.
Rail Competition
The Regulator was concerned that rail competition may lead to a cannibalisation of rail companies' revenues and asked us to advise on the issue. Through an innovative and detailed modelling exercise we showed that competition would actually lead to an increase in overall passenger numbers and UK rail revenues.
